Mark Allen, Executive Director of Rural Health Engine was a former officer in the Coast Guard

Mark Allen is a former Coast Guard Officer and a graduate of the Coast Guard Academy in New London, CT. During his military tenure, he held numerous leadership positions and was responsible for the conduct of 20-50 person teams, millions of dollars in assets, and overall success of dozens of high profile operations.

In the private sector, Mark has served as a business growth strategist specializing in developing and implementing corporate expansion models, primarily for early-stage companies. He has spent the last 15 years forming capitalization structures, M&A activities, and unique business development strategies designed to make a large impact to a company’s value.

Mark is highly experienced at working with innovative companies in sectors such as mobility, software, cybersecurity, and healthcare. He has been the driving force for tens of millions in realized investment capital, hundreds of strategic partnerships, and several select acquisitions key to enhancing a company’s capabilities and overall value.

Although currently residing in southern New Hampshire, Mark was born and raised in a very small town in the Ozark region of Missouri. Having the experience of living remotely with limited access to care is the motivating factor behind his passion to improve the health outcomes and delivery in rural areas throughout the country.

Mark is a dedicated nutrition and fitness enthusiast, but also enjoys numerous leisure activities. He is an avid bowler (with multiple 300 games) and an exceptionally proud father to 4 of the coolest kids on the planet.

Andy Lowe is the Executive Director of the New England Rural Health Association

Andy Lowe comes to the New England Rural Health Association with five years of experience as a member of the NERHA Board of Directors, of which he is a Past President. Before joining NERHA, Andy served as Chief Strategy Officer at Outer Cape Health Services, a community health center serving the rural Outer Cape Cod region. While there, Andy also served as Director of the Cape & Islands Area Health Education Center. Previous work includes positions at the University of Vermont, where he worked on community-based research programs for rural veterans, and the State of Vermont, where he served as Associate CIO in the Agency of Human Services. Andy holds a faculty appointment at the University of Massachusetts Chan Medical School Department of Family Medicine and Community Health. Andy and his wife Jayne, who met as undergraduates at Norwich University, live in rural Vermont. As a lifelong resident of rural New England who has lived in Vermont, Connecticut, and Cape Cod, Andy enjoys fishing, primitive arms hunting, hiking, biking, snowshoeing, gardening, boating, swimming, maple sugaring, cross country skiing, and anything else outdoors. A lifelong competitive endurance athlete, Andy has trained and raced as a runner, cross country skier, triathlete, and rower.

As the principal of Dunamis Consulting Services, David specializes in guiding healthcare organizations toward financial stability and sustainable growth. His expertise includes assessing technology needs for rural hospitals, where he helps identify and implement solutions that enhance efficiency, improve patient care delivery, and address the unique challenges of resource-limited settings—such as integrating health information technology, data analytics, and innovative tools to bridge care gaps.

With a proven track record as a former CFO and VP of Finance & Operations in rural healthcare environments, David brings deep insight into the multifaceted demands rural providers face, serving as a strategist, communicator, and problem-solver dedicated to strengthening community-based care.

David Windom

David Windom, MSHS, is a dedicated public health leader and President of the Washington Rural Health Association (WRHA), where he champions collaborative efforts to strengthen and improve healthcare access, quality, and sustainability in rural communities across Washington State.

As Director of Mason County Public Health and Human Services, David brings over 15 years of accomplishments in public health administration, program management, community outreach, regulatory compliance, project leadership, and budget development. A U.S. military veteran with 27 years of service in the Washington Army National Guard - including two tours of duty in Iraq - he combines his extensive background in private business with a deep commitment to serving under-privileged populations.

David's leadership extends to advocating for rural health priorities, including policy initiatives such as his role in establishing sustainable funding for local public health through the Foundational Public Health Fund. He actively engages with diverse stakeholders - hospitals, clinics, FQHCs, EMS, aging services, and more—to address the unique geographic, economic, and social challenges of rural Washington, ensuring equitable health outcomes for residents in remote and resource-limited areas.

Liliane Offredo-Zreik

C-level strategic, seasoned, growth-oriented innovation leader with over 30 years of executive, operational, entrepreneurial, financial and advisory experience. Liliane harnesses the latest technologies to create value and drives digital transformation and innovation across many industries. She brings a strategic lens, combined with an investor's perspective and a keen ability to grasp implications of market trends to drive growth. She advises firms on innovation, revenue growth, product strategy, scaling, market fit and go to market plans. She is skilled at operating in uncertain times with shifting market dynamics and in highly regulated industries.

Ms. Offredo-Zreik co-founded, led, scaled and successfully exited a venture that developed innovative health tech solutions that led to improved outcomes for lower income populations. The company worked closely with FQHCs, RHCs and hospitals delivering customized solutions to improve accessibility and engagement to digital health for underprivileged populations, and to manage chronic illnesses, enabling them to close care gaps. Secured contracts with 2 of the top 5 managed care organizations and many provider groups. The company also provided government funded broadband service to eligible populations. She continues to be passionate about meeting the healthcare needs of underprivileged populations, or of people living in areas where care delivery is particularly challenging.

Liliane has been an industry analyst, financial analyst and active investor, making her uniquely skilled at evaluating companies along many dimensions. She held senior roles, driving innovation and introducing new products and services, making her highly focused on the needs of end customers, and the importance to align the solutions with their needs, with particular attention to ease of use, support and a good customer experience. She advises companies of all sizes on market strategy, product strategy and go to market planning.

Liliane has an MBA from Harvard Business School, a master’s degree in electrical engineering from Cornell University and a BSEE from Syracuse University.
